Bush issued an executive order that requires all employers that have federal government contracts involving more than $100,000 (and their subcontractors) and collective bargaining agreements requiring union membership or payment of union fees as a condition of employment to post notices informing their employees of their rights under the Foundation&#8217;s <a href=\"\/foundation-won.htm#Beck\"><i>Communications Workers v. Beck<\/i><\/a> decision not to join the union and, if they do not join, not to pay union fees for purposes other than collective, bargaining, contract administration, and grievance adjustment. <\/p>\n<p>On April 19, 2004, the United States Supreme Court declined to review a lower court decision upholding the President&#8217;s authority to issue that executive order (the Foundation filed \u00abfriend of the court\u00bb briefs defending the executive order). Consequently, the Department of Labor&#8217;s final regulations implementing the executive order are now in effect.
